Skyrim exterior crashes only what to do now.

Welp ,prior to what i did (which was to resolve some memory issues with skyrim crashing)skyrim was working relatively fine. what i did prior to crashing was reinstall crashfixes+enboost and updated windows 10( i honestly think the update is what got me). the game plays fine in interior cells. however outdoors one of two things will happen regardless of travel method(foot,fast,coc) crash or freeze+screen move between two frames at varying speeds. ultimately, considering i don't use some of my mods and may have other things hiding my primary question is should i reinstall skyrim and start from scratch once more with the aim of stability. or move on to special edition for graphics?  after a recent thread here i wanted to play through skyrim with the mods enabled(devious,cursed,sexlab,etc) but due to stability issues i feel that i may have to abandon that if i go to SSE. for reference of equipment for rig. AMD Radeon r9 290x(4GB), AMD FX8370 eight core, 8GB ram. so should i fix if possible, reset and recreate, or abandon and migrate? RESOLVED: turns out i launched skyrim via steam skse then realizing my mistake closed out but the base launcher brought up by steam reset my video settings thus resulting in the crashes.
