Missing Radiant quests and dragonborn dialogue

So on my latest playthrough I've noticed that the usual innkeepers and Whiterun's jarl adviser lack the options to ask for some work to get the bounty notices for local bandit camps. I can't ask them for work and therefore can't grab any bounties and mapmarkers for the camps located around Whiterun (and likely this extends to all the other holds of Skyrim). Also, when I was playing the main quest and fought that first dragon after Bleak Falls Barrow, after I killed it, the guards ran up and... said nothing about me being Dragonborn. Only Irelith said anything when prompted by me, and only one guard remarked about the Thu'um when using a shout. It's a little troubling.

 

Anyone see anything out of order in my load order that may cause this?

I experienced that before. Don't really know what's causing it , so I just made a new game without mods and installed them later.

Oh yeah, I notice you haven't installed the Unofficial Skyrim Patch try intalling it.
