Help with LoversJoburg

Installed lovers joburg and been testing it out. Having problems. Nobody rapes anyone, no stalkers, even when I walk around completely naked just asking for it. No matter how high I set the libido settings. The only time I can get it to work is by using the "punish them" option, and a nearby person will do it. "Liberate their instincts" also works but I was under the impression that the mod did most of that without having to cast spells on NPCs so I'm not sure what is wrong. Everyone gathers around though when it does happen so at least that part works.

 

Also, when I try to set an NPC as a stalker I get the error message "NPC forbidden from sex" every time. Even though everything is allowed in my lovers PK settings. At a loss here...
