Playable Snow Elf race?

Is it possible for a veteran modder to create a playable Snow Elf race?

 

I just tried modding it into my game for the first time ever, I got the hair colours, skin colours and race menu texts nailed down. Even made everything accurate to the lore, but when it came to editing racial stats and abilities I had no idea what to do.

 

Only mod like this I saw has stupid dark blue skin (instead of light blue/white) and the racial stats are just stupid.
