Massive amount of scope sway. Help wanted

I've been using a scoped pipe rifle for awhile now and the sway has been normal, but suddenly I noticed that the sway has increased drastically, as if my character was super hammered.  I have no status effects and the only thing that's changed since I last remember using the weapon is I added a couple mods to it.  This sway effect also happened to me once before when I got tired from the rse mod, could that have something to do with it?  Or is there a weapon mod that may increase weapon sway?

 

Edit: Just noticed that every time I load the game, my character gets this red shimmery effect on him.. So is there some status effect on me that the game isn't telling me about?
