change spell casting type

I'm attempting to fix a problem with Skyrim Capacity Limited (where a 1 min debuff never goes away) and I think I found it, but I don't know how to fix it.

 

What I think it is is that the VomitDamageSpell has a casting type of constant, and I think it should be a fire-and-forget type. However, the drop down menu is grayed out when I edit the spell, and deleting the old spell and creating a new spell with the same name doesn't seem to work (new spell has a 0 in the users column.)

 

Anyone know how I might fix this?
