Shock/Freeze Nekkid spell anyone??

I figure this will need a script to work but im wondering if its possible

 

i would like to create a spell that when cast on a target

 

If the target has less than 200 hit points

      then 1 unequip everything (weapons armour ect) 2 transfer inventory to caster 3 can we get a change race effect here?? 4 goto end

Else apply a heavy mix of Frost and Shock damage

END

 

I would assume a nontrivial cost to prevent spamming

 

 

answers should include a complete script ( a pointer into the effects possible would be good)
