Help! Prison Overhaul v3.4 is not working for me

I got into a problem while playing PO, when my character gets arrested by the guards and forced to wear handcuffs, like the screenshot shown below

the guard just stays there forever and doesn't even send the character to the jailer

I loaded the game from a clean save for a several time but its still not working. I'll be grateful if someone can help me with this, even just a few tips
