Vault 114 door bug fix itself?

I always have this bug where the door won't open and need to tcl in in multiple play through. Can't seems to be able to find the solution as well. After I stop playing for a month, today I start a new character again, and the door opens! I did not change anything other than updating Heather mod. I also have disabled F4 update since CC, so it is not Bethesda that fix it. Seems like if I don't play the game for some time, things will change, because Kellog's secret door in DC won't open now and I need to disable it to continue.
