I can't see my enemies(created a mod)

I used CreationKit and loaded skyrim.esm files, created an actor enemy purple skin breton. And dropped about 100 around the Whiterun town trought render window landscape. After I finished my mod a saved it in the skyrim folder(here are all of plugins). Then loaded my mod with nexus mod manager and launched the game. I flew to Whiterun with TCL cheat and didn't find my enemies. What I have done wrong?
