Toggleable Slow Time Spell which drains magicka per second

Title says it all. I want to make a toggleable spell, that slows time via hotkey or the shout-button and drains the players magicka constantly while he is "The One"- so it won´t be overpowered. There are some slow time mods on the Nexus and most of them are really good, but either they can´t be turned on/off via hotkey, or they do not consume magicka at all- or just on cast. I guess that a spell like this could be easily made with a simple script- unfortunately i don´t know anything about scripting...

 

Could use some serious help with this.
