IF is conditional, whereas define would be a command.

 

There would be additional code below the ifdefine, which would detail the conditions/parameters for applying an effect. They may also be commented (the two slashes mean the line is ignored) and might need to be fixed.

You're talking about enbeffect.fx right?  You don't change the extension on it, you just open it with notepad or with notepad++ (right-click and Open with).
