OBLIVION - annoying, persistent sound

I'm sure you can figure out what the sound I'm talking about is:

It repeats every few seconds. Doesn't matter if I'm indoors or outdoors. It repeats even when I delete the sounds that are added by mods ("Sounds of Cyrodiil" , "Symphony of Violence") so it can't be caused by a mod.

 

Restarting my computer / deleting the "sound" folder / starting a new game / pooping my pants doesn't fix it.

 

HALP!!!
