Honestly that looks like a virus.  I would go to control panel and uninstall GamePanel.exe.  Because what the hell is GamePanel.exe?  Why is there a Chinese character in your Windows name?  Looks all sorts of messed up.  Get a free version of Malwarebytes and do a full scan, clean up your PC.
