General textures not popping

Fresh install of Skyrim. No mods. Running at 3840x2160 everything maxed at ultra and I'm still getting this strange problem. Most textures look terrible from not even that far away and I have to be pretty close for them to even pop in. I honestly just can't figure it out. I've tried LOD mods before but they are only making not very relevant things seem visible. Landscapes/most times buildings and waterfall still look like the images provided and in the image with the waterfall the water looks like a non moving block of ice when I'm playing. Any ideas? : /
