FOMM Mod index not working properly

I've been trying to get Sexout to run, but for some reason, it keeps obtaining a mod index of 00, while FalloutNV takes the index of 01, and NV needs to launch before Sexout [obviously] but for the life of me I couldn't find a solution to this issue out there. Is there a way to manually set mod orders, or what?
