Combining Mods

I have a few different texture mods that change billboards/posters/paintings/etc. I'm wondering, how do I combine them into one? Is there a way to pick and choose what images show up, picking my favourites from each mod? Do I have to basically create a whole new mod? Also, I have the illuminated billboards/signs/bus stop collection, but the bus stops are using two images at once. You can see it glowing like it is supposed to, but there is an overlay of a separate image. Is there a way to make one dominate over the other while keeping the bright effect? Thanks!
