How does SL control automatically hiding health bars during encounters?

Looking for a console command I can use to bring them back in certain encounters.

Bump - perhaps more generally, what causes skyrim to automatically hide health/mana bars when full?

 

I tried reducing my list of mods to minimal, and it still hides.
