1 - Disable and Re enable piper

2 - RESTART THE FUCKING GAME JUST SO I CAN HAVE PIPER

Oh. Yes. I had this too. There are 2 Reasons: First One: You didnt talk to Piper and the Mayor at the Start or Didnt give Piper her Interview before looking for Kellogg.
