Skill Use Modifier (Well Rested+Custom Effect)

I created a custom version of the "Well Rested" effect with a +20% skill use modifier. I'm trying to figure out now, what happens if I have the Well Rested or Lover's Comfort effect in combination with my custom one. Do the effects stack up? If I have the custom one and Well Rested at the same time, do I get the netto effect of 1.2x1.1=1.32(32%)?

 

I don't suppose there's a console command to check what skill use modifier my character has, is there?
