[FNV]Help With Making A Playable Race

Hey! So I've been looking at the race mods on gunetwork/Loverslab, and I have become inspired. I have been wanting to make my own races for a while now, and I would like some help. Where do I start with making it. i already have 3ds Max and Blender, and I know how to import. i just don't know how to rig,paint and make the race work with NV. i wan't to get Edi from Mass Effect 3 and Chole Frazer from Uncharted into Fallout New Vegas. Can any experienced modders (ones who have history in this type of modding) give tips on how to make it?
