anyone know what the stockings and heels are in this video?

Its Stockings for SlaveTats. You just have to install Slavetats, go into your MCM and configure the "Tattoos" which in this Case are Stockings on the feet and the Body. Heres a link to the Mod. http://www.loverslab.com/files/file/1955-stockings-for-slavetats/

do you know if they are custom textures? i dont remember seeing those textures from stockings for slavetats mod

Textures ? The only thing i know is that you can change colors and when you selected the Stockings , if you look down there should be a Box which lets you choose your Texture.
