Way to disable sex interactions by race??

Im thinking of doing a custom race similar to Vampire/Werewolf but one hook i would need is a way to completely disable sex interactions (in fact somebody of this race would be confused by such). Is this possible and if so HOW?? (best would be something that has the hooks but does not require Sexlab)

If the race is custom (and not humanoid) it is disabled by default in SexLab (because such races have to be added manually.)

If it used the standard human skeleton, then you need to put the actors in SexLabForbidden faction
