Vampirism is broken

[Kumos]

So vampirism has broken in my game for a while, as in i can contract the disease, but it will never progress to vampirism, even if i use an alternate start like starting into the Lord harokons court start, it will give me the vampire lord power, but nothing else.

 

I have removed Sancrosact and reinstalled it and have tried to see if would work if i just disabled it. It dosen't.
