Shoe thief mod

I had an idea for mod for the foot and tickle fetishists.  Inspired somewhat by the "get stripped" mod.  There's a shoe thief in skyrim.  She can become invisible and manages to steal women's shoes and tickle their feet.  If you are a female character, she gets you at some point and a quest is added to chase down the thief to get your shoes back.  If not you get the quest from some other npc victim.  The quest takes you to her lair, perhaps a cave, riddled with tickle and bondage traps, but the central area has her stash: a huge mound of shoes  When you defeat your invisible opponent she submits and you have the option to tickle her in revenge.

 

I'd implement it myself but I've never modded skyrim before and wouldn't even know where to start.  I have the creation kit and tes5edit but don't know the first thing about using them or how to co-ordinate it with FNIS animations.  I have been reading up on papyrus scripting and it seems like a pretty straight forward object oriented language that I think I could pick up if I knew what I was doing.  I do have some experience with languages like java and c++.
