You don't have a lot of mods so the quickest way is to simply disable your mods and test. AKA: use the process of elimination.

Another issue that may cause this is changing some of the game installation files. For example, I once installed a stutter fix mod to help improve performance but the files were incompatible with my ENB and so NPCs in the game had blue glowing arms.
