Unknown mod causing ALL npcs to become aggressive at random

So I've been playing Skyrim for nearly six years,
 
And although i've had my fairshare of crazy unexpected CTDs, save files corruption and even downright computer BSODs i've yet to make the game unplayable in the most "playable"(as in not crashy) way:
 
It seems that every...single...time i get close to ANY NPC from a mod or not and then i let slow-ass papyrus catch up they will instantaneously become aggressive and fight me to the death offering no yielding or bounty or anything, they kinda turn into enemies as in like a bandit.
 
At first this bummed me quite a bit, as i ravaged through my newly installed mods testing to see if you could find the culprit, only to suspect about a conflict between Better Vampires and Alternate Start, so i cleared everything Better Vampires had to with my savefiles using Savetool and disabled it in my load order, remade the skyprocs, merged and bashed patches loaded up my game, paused it to let good'ol papyrus load every script and everyone attacked me, so i repeated the process with Alternate start and without touching Better Vampires, loaded up the game played for a bit but as soon as grandad papyrus caught up instantaneous aggression! so my question is, WTH happened here?
 
I even went as far as to edit Alternate Start's factions in TES5Edit to not cause aggression only to have the same results, so hence why i am making this post.
 
I've looked around EVERYWHERE i couldn't find a single soul with an issue like mine(as in with a load order remotely close to mine) so here i am for the first time ever making a request on a bug.
 
In any case here is my six years of building up mods in my skyrim folder:

(NMM sucks at exporting modlists, but at least it doesn't export the list 
mixed with the gajillion ghosted files i have in the data folder turning 
my load order into a "find the active plugin" puzzle).

NB: Some weirdly named plugins that you don't recognize are Merged Plugins, 
of which i can provide their content if needed. (what can I say? I've been
fighting the freaking 255 FormID hardwired limit for YEARS!)
PS: Stuff that is deactivated is imported to the Bashed Patch.

Yeah, it probably has no salvation and i'm better off starting a new save or better yet a new freaking game installation...
