Troubleshooting ctd solitude

Sorry, I'm inexperienced with modding.

 

My game always crashes when entering Solitude, doesn't matter what save file, or how I enter it (fast-travel, through the main gate, start new game in proudspire manor). I understand this is likely an issue with a texture conflict?

 

So here is what I'm doing to try to pinpoint the mod at fault. Using the nexus mod manger I'm deactivating mods (one or two at time) and starting the game and entering solitude. I've gone through half my list of installed mods choosing the most obvious ones without any luck so far. Is this right process for this?

 

Is deactivating sufficient or am I suppose to be uninstalling mods?
