I think if this mod is gonna take off someone is gonna have to take it up, and it would need to focus on how you would get the opportunity for it to even happen before worrying about the sex bit. The sex bit would be the easiest part, you would almost have to make a whole new faction, with quests, etc. to earn recognition to end up taking part in the ritual, perhaps with dialogue options to show your player characters thoughts on the matter for some rp element. I have to be honest I know very little about skyrim modding but would be interested in working on this if there was anyone else who wanted to help.
