Odd npc request

So I have a very odd (to some) request. I would like to have a mod that spawns non hostile creatures that roam the wasteland. The catch is I would like these creatures to be disembodied penises that just hop around on their balls... Yeah I'm weird. Something the size of a small rabbit maybe. I dunno if this is something that can be done but I have my reasons and I can't seem to get it to work.

 

If anyone would be willing to take up a mod like this I would greatly appreciate it.

Be aware that creating a new "race" is a huge project.

 

You need to create the race itself, the body 9with textures), and (most complex part) create the basic animations.
