Walk run mod request

I have been looking for a mod that makes the character walk a little faster and run a little slower. however all of them so far seem to make everything faster or everything slower or you have to have an item equipped. So if anyone knows of this great mod that may or may not be out there yet pls let me know so I can walk the waste at a normal pace lol.

I use Skyrim Speeds in combination with Same Walk and Run speeds and Cobb's Encumbrance, but are you saying you want the modified speed to apply to the PC only, and not to NPC's?

I don't mind if everyone walks faster and runs slower. but those are skyrim mods.
