[REQUEST][SEARCH], Closed cities at night

I stumbled across this idea sometimes ago, i don't remember who got this idea first. Made some searches, and found this :

This seems to make sense, and it may be a very good idea if combined with mods like :

http://www.loverslab.com/files/file/3805-sl-kidnapped-redux/ (chance of being kidnapped when outside at night, i think, didn't tested yet, sorry ^^)

http://www.nexusmods.com/skyrim/mods/82355/? (you can't wait inside cities or make noise)

What do you think, is it doable?
