Possible to make FNV look as good as Oblivion?

I came across some screenshots recently and realized Oblivion can look really good. Maybe because of Oblivion Graphics Extender (OBGE), similar to the Skyrim Graphics Extender (SKGE).

Is it possible to make Fallout New Vegas look as good? Or no because there's no graphics extender for it?

New Vegas/F3 can look way much better than Oblivion because it has more advanced ENB .dll library and actually game engine light is much much better. Examples:

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

All You need - nice retextures, good ENB, a bit of luck to catch good lighting/weather and, of course, love.
