Help with restoration spell values

Restoration spells, specifically healing, don't actually heal and the tool tip is saying that they heal for 0hps. The only mods that I can think of that touch spells in any form are apocalypse, ordinator, and maybe wildcat. Below is my load order, which includes some merged esps for patches and a few mods that have been marked save for merging like birds of skyrim and for the sos plugins. Load order is not entirely might not be entirely correct as I was working on that earlier and did not finish it. If someone could point me in the right direction to start working on it that is all I will really need.

Look at the second spell entry.. (the first named spell Healing FormID 00012FCC)

Look on the right pane and see the last mod to edit that file.

Check the values.

Nothing was conflicting with these values, but I did figure out that my custom race was the issue.
