Saving texture using nVidia or Intel DDS?

I am working on editing a couple skin texture to fit my use.  I have ENB and Reshade (optimized for details with LumaSharpen). I notice that even at max setting (I use Ultra setting minus the shadow), the skin details don't come out that well, even using TFC to literately fly around looking for details.  

 

I have been saving my texture using Intel Texture Works DDS with BC1 4ppp, or Nvidia DXT1 4bpp no alpha.  Both with auto MIP maps generation.

 

For all the experts out there ... am I doing something wrong?

I would venture out to say the issue is using BC1 compression. It is extremely lossy so any fine detail you have is going to get nerfed. Try BC7. As the Intel plugin states it is only supported on DirectX 11. Fallout 4 is DirectX 11 only so there's no issue there.
