No packages are noticed

So been having this problem for sometime, and never had an experience like this before until a few weeks back. NPC's are not acknowledging their packages anymore, even after running FNIS. What I mean is, lets say a bandit fort as an example. None of the bandits are patrolling the fort like they use to. Or the hunters rest hut, where the hunters mainly and only sleep, but instead stand on top of their sleeping bag. The townfolk is able to use their packages fine in towns or capitals, but in the wilderness there's a major problem with not responding to packages. Is there a possible conflict I am aware of? To remind, I didn't have any of the Inferno mods installed, Dragonborn Legacy, and Sand of Time (Not on there at this moment).

My old list I never had an issue. With this list, I have this issue. And sad part is, I like these mods.

Bandit Patrols.esp ? Or a conflict with that and OBIS ? (Just guessing)

 

What you could do is next time you see someone not doing what he's supposed to, just open console and click on him to see what's the last mod to touch him. Then try disabling that mod to see if the problem clears.
