How to Edit an NPC's Voice?

I hope this isn't in the wrong forums section, but I was wondering if anyone knew how to edit an NPC's voice? Not to change it to one of the other vanilla voices, but maybe to change the pitch or something like that of the files.
It sounds to me like Serana's voice was edited in this video.
