I am starting a new round of mods with NMM, but my skyrim files have stuck around and are still in game. do i have to go into the skyrim data files and manually delete them? if so which ones? and would a clean un/re install work to get just base skyrim? im not very tech savy, so thank you in advance for any help :)

Since I don't know what's currently inside your Skyrim installation folder and you're unsure, the safest bet is to simply delete your entire Skyrim folder and just reinstall it with Steam... or you can do a Verify Integrity of Game Files. Either/or.

Of course, if you've already installed some mods with NMM then uninstall those first before deleting everything. NMM does not have a brain and will not know if you deleted a mod because you wanted to completely reinstall Skyrim. If I remember correctly, you should also delete NMM's Virtual Install Folder so that it starts over with a clean slate. Very important.
