Are tmcmesh needed?

I downloaded some customes, and they have some tmcmesh files. are they neccessary for the costumes? or not used at all?
The costume seems to work without them

They are not necessary. They are meshes from the part of costumes edited.

What does that even mean, what function do they serve?

Is it only for modders? or also for the end user?

It for modders. The tmcmesh are files that contain part of costume. You edit them in Blender and insert them in TMC using TMC Polygon Insert Tool
