Horrid FPS drops on Skyrim, I can play Fallout 4 on ultra with ENB at 60fps

I am getting these horrible fps drops on Skyrim. After a few mins of playing my fps has gone to 7fps sometimes. 

I can play Fallout 4 at 60 fps on ultra. I can play other games like Resident Evil 7 Rise of Tomb Raider Dark souls 3Assassins creed syndicate and unity on 60fps with barely any issues

my rig is 

 

i7 2600

16 gb ram

4tb hdd

gtx 1060 6gb edition

windows 10

 

i didnt have this problem with skyrim before. not until i had to delete and reinstall it. I had to reinstall it becuz i corrupted my game with a bad mod so i completely deleted everything.

 

ive included my load order. yes i have put it thru loot and this it what it put me in.

 

edit: Fixed.. turns out it was a shitty collisions mod i accidently installed.... never meant to install it. Wow lol....
