Help with weird menu flickering

For the last few months, I've been getting weird flickering in my game menus. It's particularly pronounced in MCM menus and pop-up windows (like picking an animation with SL Tools), although it also shows up to a lesser extent in my inventory/magic menus, dialogue options, and load menu. The flickering doesn't seem to be causing CTDs, but it makes the text annoying to nearly unreadable. Another weird thing is that if I'm in an MCM menu and it starts flickering, it goes back to normal when I press Esc to go back to the game menu.

 

I'm pretty confident that it's not my load order, as the issue persisted when I tried starting a new vanilla game. I've tried disabling the graphics part of my ENB (and just using ENB memory), and it still happens. I've tried rolling back my Nvidia drivers, and it still persists. And I know it's not my system specs, since I've been playing lots of Skyrim for at least 18 months before this started happening. And I use minimal texture mods (mostly body/clothes textures and the official HD pack). I'm totally stumped trying to figure out what's going on. Has anyone else had this issue or have an idea to diagnose/fix it?

 

For the record, my laptop is an HP Envy, i7, 12 GB RAM, Nvidia 850 GTX mobile with 4GB VRAM, running Win 10.
