EFFECT AROUND HANDS WON'T DISAPPEAR

So i got these effects that don't respond to dispelall, don't appear on the director's tool, isn't related to a mod and I just don't know how to remove it. Here's a screenshot:

pleeease can someone tell me what effect this is??? I tried it all, except for the cure all bat file people seem to be using so much... I can't use it cause I don't have an account on the nexus forums... please halp
