I've re-instaled Skyrim again after nearly a year, and all the good stuff to it (mostly mods i really liked before) now, the thing is, i had this issue a lot back then and now it really gets on my nerves

When i walk around strange stuff starts to appear on the screen, like lights and line you will see below, but like Texture clusters that draw shadows and stuff.

If anyone could atleast point me to what mod (not like its THAT mod, but > This can happen because of texture mods) it is, it would be really nice.

It's so easy to say it's your graphics card artifacting but I've seen lots of artifacts before and I've never seen any kind of artifacting looking like that! Lol.

The first one looks like it could be related to Shadow Stripping.

The second one seems more related to textures. I had the exact same issue in Fallout 4, only the "pyramid" looked black. It turns out that it was because I had two texture mods installed at the same time. One via the mod manager and one via Fallout 4 in-game menu mod installer. Since Skyrim doesn't have that... then maybe a Steam Workshop Subscription? I dunno.

First things first, make sure to turn off antistropic filtering. Let your graphics card handle that. In fact,

Follow the step guide in my signature. The section you are interested in is 1.E.

I am not saying this is the problem your having but it is a good start to troubleshooting it.

Did you turn off anti aliasing too? it is also supposed to be handled solely by the Graphics card. I had a problem just like that last post and I did an ini tweak that turned off antri and aliasing in the game ( not the card)

See if I can find it.

In  skyrimprefs.ini

under [display]

iMultiSample=0 // turns off the game's multi-sampling AA
bTransparencyMultisampling=0 // turns off transparency AA

Try the above and also try

ImaxAnisotropy=0

Don't just copy and paste them in, they are already there they just need the number set to 0.

If you are using ENB this should have been done before hand

Sorry, if you did do these steps as well ... It has been one of those days and I am just trying to make sure all bases are covered.

Alright... um... that second picture you provided very much looks like a type of artifacting on graphics cards.  I've seen it most prominently on AMD cards.  Has your graphics card ever acted funny in other games?
There's still a chance that this might not be artifacting so I don't want to quite rule that out completely yet, but I would recommend you download Unigine Heaven Benchmark, Unigine Valley Benchmark, Furmark, and 3d Mark Firestrike (all are free) and test your graphics card's performance on these applications first for stability.  Something's not right here.

Basically all you're trying to do at this point is rule out the possibility that it's your graphics card that's causing the problem and not actually Skyrim.  You'll see similar problems arise when testing your GPU on these applications above.  The process of elimination dictates that if you see the same problems in any of the applications above then it's not Skyrim that is causing the issue, it's your GPU.  But hopefully there's nothing wrong with your GPU.  Finger's crossed, of course.
