HDT Hair on Horse

I've restarted modding relatively recently so all my HDT data is only a week or two old.  I'm using basic CBBE HDT and KS Haridos.  Everything is working great but for one niggling thing.  Occasionally if I go over some bump or something causes sudden movement my hair will go crazy for a second.  It will jump and stretch really far.  This is most noticeable if a horse goes over a rock or some such.

 

My question is whether or not this is normal?  I'd just like to know before I start really digging into how to fix it.  I did some google searches and all I could find was people with more drastic problems.
