Mods Show in Data, but Not in Game

This is really bugging me, 'cause it's been happening for the last few months. I was hoping that with SE out it would let me move past regular Skyrim, but that's not happening until SE's SKSE comes out. 

 

I've installed the mods properly, and the game starts fine and everything, but some mods just won't show in game. CBBE works, but when I try any hair that's modded, it'll show up as the bald. Devious Devices has the animations, but none of the materials actually show up. 

 

I've done everything I could think of, from uninstalling the whole thing and reinstalling, the bInvalidate thing, every bit, and I still can't figure it out. Help please?

Skyrim mods don't work with Skyrim SE. If that's what you're asking.
