[Help] How to make keys for Devious Devices?

So in the DD menu, there's the option for key creation difficulty (easy = iron, etc.). BUT I can't see keys at the forge menu, so how is one supposed to actually make the keys? Does it depend on a quest or something?

You need to go to the library in the mage collage in Winterhold. On the librarians desk there is a key and a note.

The key opens one of the locked bookcases. In there you will find several books, one of which will allow you to make chastity devices and keys
