New computer, new problems

I traded for a new computer that is a major upgrade from my old computer, and to give you an example I'll post the specs.

 

Old

Intel Core 2 Duo Processor

6 gigs of ram

GeForce GTX 650 1 gig vid card

 

New

Intel i5 Processor

16 gigs of ram

HD Radeon 7970 3 gig vid card

 

My Fallout build on my old machine ran okay for the most part, it did lag quite but only for few second at a time and would smoothen out, it was the worst around populated areas. Interiors ran smooth unless it was crowded.

 

With this new machine it runs completely smooth, as it should. However, within a few interiors there had been massive framerate loss that didn't exist on my old machine. It only happens when I interact with something in the interior, like a container or computer and sometime an NPC. For example, entering the Atomic Wrangler it runs smooth as silk, then go to play blackjack and my framerate will take a dump. Or if I sneak across the bar and steal some food from their fridge, framerate is gone. And it'll remain like that until I exit the interior and come back.

Load order? Did you update your graphic driver software? Do you use NVAC?

 

Also try running the game without any mods enabled and see if the problem is gone.

If so - go down your mod list and enable them one at a time and test in-game until you find the culprit mod.

If the issues still happen even without any mods enabled then try generating fresh Fallout/FalloutPrefs .INI files. 

You can do this by moving your current ini files (C:\Users\<username>\Documents\My Games\FalloutNV) to your desktop.

With no mods enabled run FalloutNVLauncher.exe to generate new .INI files and then test in-game if the problem is gone.

 

If that doesn't help either then I'm sure what else it could be and maybe someone else might know. /r/fnv/ might also offer help.

Mmm ... Too many things could be.
First of all ¿It occurs only in this game or in others?
Since it is a new machine could be the configuration of the video card. (Try to disable "Ambient Occlusion" on the control panel)
Look in the Windows settings where is hosted the "page file" ¿What size is it?

¿You install the game from the cd, etc ... or just copy it from a backup?

Finally and based on what you say I would say that the problem is too high antialiasing. especially in the transparencies, try to lower it a little

Yeah, one of the first things I did was install drivers. I do use NVAC, I also use 4gbNV.

 

I'll try the ini file thing first before trying to disable mods.

 I haven't played Skyrim on this computer yet, but I have played Beam.NG Drive and Train Simulator 2016 so far on this new rig and they both run flawlessly on this machine on their highest settings; and both games are far more demanding than Fallout.

 

I simply just put my hard drive into the computer and updated drivers. It seems a bit odd that it would be vid card settings, if that were the case it would drop framerate when entering an area wouldn't it, and not just after having interacted with something?

@7KeysCurtain: I tried the .ini file thing and did a quick test, did a few things in the Atomic Wrangler that caused framerate loss and so far it seems to have worked, not a hickup to be had. But I don't know if it would happen on or near startup, or if it tends to happen after some play time. I'll put some time in and if it happens again I'll report back.

 

But one thing did happen that was kind of weird, when it detected my settings the launcher defaulted this machine to medium (which I reset to ultra), but my old machine it defaulted to high.

Another thing I forgot to mention. You changed the video card "Nvidia" by a video card "Radeon"
Maybe the game continue configured to use the shader "Nvidia"
Search the Renderinfo.txt file on your computer and delete it, then re-run the configurator game.
Another possibility would be a problem with "depth of field" disable it and test
