Shadow distance not working?

Hello,

 

Sorry if this has been dealt with before but I'm running out of ideas and googling an answer hasn't helped. I have everything running on ultra in 2k and no matter what I do or change my shadows always look blurry right up till the point were I'm right next to said object. It's very odd and frustrating. I have attached some pics that I hope better explains whats going on. I am running ENB Sugarbloom, I don't see any options that could interfere with such but maybe I'm missing something.

 

Any help would be much appreciated!
