a few issues im having ctd mostly

Now, unlike when theres crashing before loading saves and such. my issue is that when i do load, after about 5-10mins i crash whenever i open a menu. And as for infinite loading. It only occurs with cities, not outside cells dungeons or the like. I do have the latest SKSE but the built in safety load does nothing. so i had the file for it and it stopped that issue but then the first mentioned issue remains the only problem, albeit i'd like to not need the safety load file. i dont think its tied to my actual pc. i have a 1070 and 16 gigs of ram. any ideas?
