JK's Open Cities vs Holds

I've recently broken my game and lost all of my content. I'm gonna be starting up a new playthrough right now. I was wondering, however. what the opinion is between  JK's open Cities, ETAC and Galandil's Holds. I've been having a blast flying into cities as a succubus, freely hopping over the walls at my leisure. However, it'd be something to lose if  Holds is really as incredible as people say it is.

Has anyone here had any experience with getting holds to work with Interesting and Inconsequenial NPCs?

I use ETAC, as it seems to focus on functional adding merchants etc. vs JK cities being about graphics and clutter items. Never heard of Holds so I don't have an opinion on it.
